How do we measure this

All data in this report relates to reductions in published asking prices for apartment listings that were on the market during each respective month, regardless of whether a listing is currently active or was later withdrawn from sale. Reductions negotiated at deal closing are not included. The first published price is not counted as a reduction. Changes under 1% are ignored as statistical noise. The twelve-month series shows the share of reductions among all changes to asking prices; both increases and decreases are calculated using identical methods making their ratio comparable over time. District data covers the last three months.
